Although Cobalt is a technology company it doesn't sell hardware or software.  Instead it provides fully managed services.   As a customer, you simply buy exactly the service your business needs.  This is commonly referred to as a "hosted service" or a service under the "ASP model".

It's a great way of doing business because it means less risk.  Unlike normal IT purchases and support contracts (which tend to define components being delivered), contracts for managed services are defined in terms of outcomes.  In essence an SLA (Service Level Agreement) is created.  The SLA requires Cobalt to exceed an agreed level of service which, for telephone services, is often defined in terms of two things: the speed of answer, and the service reliability.
