Payment Management Services

As a natural complement to the internet, telephone and mobile-computing solutions developed and delivered to local authority parking departments across the UK, Cobalt offers a similar set of council-wide payment management services. 

Each one of these feature-rich, card-payment service channels creates a 24x7 self-service environment through which council debts can be paid.  Each is designed to be directly integrated to the core income management system already in use by the local authority.  The types of payment that can be processed through the service channels include national non-domestic rates (NNDR), domestic and garage rents, council tax payments and payments for domiciliary care.

Each channel can be purchased separately and Cobalt's hosted-service approach means the set-up can take place swiftly and the implementation cost can be kept low.  This flexible and scaleable approach allows commissioning authorities, or Housing Associations, to choose only those payment channel modules that are required to complete their revenues collection strategy.

Wolverhampton City Council's recent purchase of Cobalt's telephone based payment management service illustrates this approach.  Already providing service across the counter and via kiosks, Wolverhampton was keen to provide effective 24-hour call-handling as well.  Working closely with the Council and integrating both with Wolverhampton's core accounting system and its IP-based telephone system, Cobalt is delivering a fully managed freephone (0800) service capable of taking a wide range of payments around the clock.
